264 new international technical assistance projects were registered in 2018

In 2018, the Ministry of Economic Development and Trade of Ukraine registered 264 new international technical assistance projects with the total funding of more than USD 953 million, which is by 50% more than in 2017. In general, 486 technical assistance projects to the total amount of USD 6.1 billion are being currently implemented in Ukraine.

For the period of 2018-2022 the Ministry of Economic Development and Trade of Ukraine raised funds from UN organizations to the amount of USD 675 million in the following directions:

  • sustainable economic growth;
  • environment and employment;
  • equal access to quality and inclusive services and social protection;
  • democratic governance, rule of law and public participation;
  • citizen safety, social cohesion and recovery with special emphasis on the East.

Ukraine also received financial assistance from the EU in the amount of EUR 272.5 million for 2019-2024, of which:

  • EUR 104 million – in support of energy efficiency;
  • EUR 55.5 million – in support of public financial management for Ukraine;
  • EUR 37 million – to increase the capacity of public authorities of Ukraine to implement the Association Agreement and DCFTA;
  • EUR 58 million – to increase the efficiency of reforms in the area of vocational education in Ukraine;
  • EUR 18 million – for professional exchanges and short-term professional training in EU Member States.

In addition, in 2018, the Ministry of Economic Development and Trade of Ukraine attracted technical assistance from the US Government in the amount of USD 78 million, of which:

  • USD 23.6 million – to improve the legislative and strategic environment according to the European standards, improve public oversight and citizen involvement in governance processes, increase the level of accountability of the Government of Ukraine to citizens and adhere to the rule of law;
  • USD 54.4 million – to increase the availability of investment for the needs of the middle class, which is now being formed in Ukraine, strengthen the private sector’s potential, raise energy security and increase agricultural production.

At the same time, in 2018 the Ministry of Economic Development and Trade of Ukraine:

- signed 16 international agreements for funding of new programs of assistance to Ukraine and development of financial and technical cooperation with EU, USA, PRC, Germany, Korea, OECD;

- introduced the national monitoring and control system for cross-border cooperation programs of the European Neighborhood Instrument 2014-2020; improved mechanisms of the preparation, implementation and monitoring of EU sectoral budget support programs in Ukraine to improve their performance;

- conducted 7 joint donor reviews of the portfolio of international technical assistance projects implemented in Ukraine (EU, IBRD, USAID, FRG, Sweden).

The Ministry is currently coordinating the process of Ukraine’s involvement in four cross-border cooperation programs of the European Neighborhood Instrument 2014-2020, in particular:

  • approved the results of the first competitions under the programs “Ukraine-Poland-Belarus”, “Black Sea Basin”, “Ukraine-Hungary-Slovakia-Romania 2014-2020”, according to which the Ukrainian institutions and organizations will take part in 94 projects with a share of grant funding for Ukraine in the amount of EUR 60.8 million;
  • launched 2 new competitions under the programs “Ukraine-Poland-Belarus” and “Black Sea Basin” to the total amount of EUR 24.5 million; the results of these competitions will be approved in 2019.
