The process of implementing sanctions against the leadership of the aggressor state will be monitored by the Inter-Departmental Working Group on Implementation of State Sanctions Policy, which is headed by the First Deputy Prime Minister of Ukraine – Minister of Economy Yulia Svyrydenko. In particular, it comes to blocking of assets owned by them, as well as assets that these persons can dispose of indirectly through their affiliates.

The President of Ukraine put into effect the decision of the National Security and Defense Council of Ukraine “On the application and making changes in personal special economic and other restrictive measures (sanctions)” regarding 606 persons from among the leadership of the Russian Federation.

The relevant Decree was signed by the Head of the State on September 7, 2022.

The sanction list includes Secretary of the Security Council of the Russian Federation Mykola Patrushev, Prime Minister Mykhailo Mishustin, Head of the Administration of the President Anton Vaino, Deputy Chairman of the Security Council Dmytro Medvedev, Director of the Federal Security Service Oleksandr Bortnikov, Minister of Defense Sergiy Shoigu and his First Deputy, Chief of the General Staff of the Armed Forces of the Russian Federation Valeriy Gerasimov, Director of the Federal Service of Troops of the National Guard of the Russian Federation – Commander-in-Chief of Troops of the National Guard, Director of the Federal Service of Troops of the National Guard of the Russian Federation Viktor Zolotov and other high-ranking officials involved in the war against Ukraine.

The restrictive measures provided for by the decision include, in particular, blocking of assets owned to sanctioned persons, as well as assets that these persons can dispose of indirectly (through other individuals or legal entities).

The Cabinet of Ministers of Ukraine is responsible, in particular, for ensuring the implementation of the imposed sanctions and monitoring of their effectiveness.

The day before, the issue of strengthening sanctions was discussed at the meeting of a newly created Inter-Departmental Working Group on Implementation of State Sanctions Policy under the chairmanship of the First Deputy Prime Minister of Ukraine – Minister of Economy Yulia Svyrydenko.

“At the government level, our group will consolidate efforts of all government agencies working on sanctions proposals. The task set by the Head of the State is to speed up and improve the decision-making process in this area as much as possible. Another key area of the group’s work is monitoring of the implementation and effectiveness of the imposed sanctions. In particular, revision of previously imposed restrictions. After all, amendments in the laws adopted after the beginning of the large-scale Russian invasion make it possible to apply tougher and more comprehensive sanctions. And these opportunities will be taken to the fullest extent”, said First Vice Prime Minister of Ukraine – Minister of Economy Yulia Svyrydenko.

Also, at its meeting on September 9, the Inter-Departmental Working Group on Implementation of State Sanctions Policy reviewed and approved the draft Concept of the State Sanctions Policy, the details of which will be published later.
