Ministry of Economy of Ukraine
Effective 1 October, the following people will be able to get a soft loan at 3% for 20 years with a down payment of 20% for the purchase of housing:
- military personnel, workers of the security and defence sector;
- healthcare professionals;
- teachers and pedagogical workers;
- scientists.
Employers of these categories of workers will have the opportunity to compensate them for the initial contribution and part of the principal loan amount at the expense of budget programs (the amount of compensation depends on the length of service). Later, the program will become available to all Ukrainians whose residential real estate does not exceed 52.5 sq. m + 21 sq. m for each family member.
“In this way, Ukrainians, and, first of all, our military, law enforcement officers, healthcare professionals and teachers, will be able to purchase apartments on preferential terms. This will partially solve the problem of the lack of housing, return of those Ukrainians who have lost their homes from abroad and activate the construction industry due to the increase in the number of orders,” noted Yuliia Svyrydenko, First Vice Prime Minister – Minister of Economy of Ukraine.
Within the framework of the Affordable Mortgage program, it will be possible to purchase housing up to 52.5 sq. m of total area + 21 sq. m for each subsequent family member. If we are talking about an oblast center, then it will be in a building that has been in operation for no more than 10 years. The value must not exceed the estimated value determined by an appraiser or a bank employee.
Moreover, the value of 1 sq. m must not exceed the average cost of construction, determined by the Ministry for Regional Development of Ukraine and increased by 2.5 times for oblast centers, cities with a population of more than 300 thousand people, at a distance of up to 15 km from Kyiv, by 2 times – for cities with a population of 100-300 thousand people, by 1.75 times – for other settlements.
Housing must be insured against the risks of accidental destruction or accidental damage for the full appraised value.
Mass mortgages will be digitized – it will be possible to apply for a loan through the Diia Portal.

European Commission approves the Plan for the Ukraine Facility
On Monday, 15 April, the European Commission approved the Plan for the Ukraine Facility and invited the EU Council to adopt the document. Denmark allocates DKK 300 million to support business projects of its companies in Ukraine
The Danish government allocates additional funds for the Danish-Ukrainian fund, which promotes the attraction of investments by Danish companies in Ukraine.
