The Affordable Mortgage program, which the Government launches in October, will be implemented taking into account the regional aspect. The amount of the mortgage loan will depend on the region and settlement in which the participant is willing to purchase an apartment.
Yuliia Svyrydenko, First Vice Prime Minister – Minister of Economy of Ukraine, reported this in a column for the Economichna Pravda publication.
“The mortgage program is flexible to the price policy in different regions of Ukraine. The loan amount will depend on the specific city/town/village in which a person wants to settle. The base is the indirect cost of constructing a square meter of housing, which is determined by the Ministry for Regional Development,” said Yuliya Svyridenko.
The price of the loan will be calculated as follows:
- The base price of a square meter increases 2.5 times for Kyiv, Dnipro, Lviv, Odesa and Kharkiv.
- For cities with a population of more than 300,000 people as well as cities at a distance of up to 15 km from Kyiv, we apply a 2-fold increase.
- For cities with a population of 100,000 to 300,000 people – 1.75 times.
- For other settlements – the indirect cost in the relevant region.
“In this way, the optimal amount is calculated in order to be able to purchase a comfortable apartment at an adequate price,” added Yuliya Svyridenko.
We remind that the Government has approved the terms of mass mortgage lending for the Ukrfinzhytlo state-owned company as part of the Affordable Mortgage program initiated by President Volodymyr Zelenskyy.

European Commission approves the Plan for the Ukraine Facility
