6,000 Ukrainians have received state-funded education voucher since the beginning of the year, – Yuliia Svyrydenko

From the beginning of 2024, 6,000 Ukrainians received state-funded education voucher and will be able to acquire a new profession or specialty, or raise their professional level in order to be more competitive in the labor market. The state financed their education for UAH 42 million. This was reported by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

«One of the problems provoked by the war is structural unemployment. Today, there are many Ukrainians on the labor market who cannot find a job because their skills do not meet the needs of employers. Therefore, we give people the opportunity to receive state-funded education voucher and to master a new specialty that is more relevant in the labor market, or to raise their professional level. They need to contact the State Employment Service and get a voucher and use it to pay for education, choosing an educational institution at your own discretion. In three months of this year, 6,000 Ukrainians have already taken advantage of this opportunity. The state financed their education for UAH 42 million», said Yuliia Svyrydenko.

Among the most popular professions and specialties studied with vouchers this year are: nursing (1,642 vouchers issued); preschool education (384); medicine (254); psychology (173); cook (778); driver (345); tractor driver (298); confectioner (172).

Residents of Dnipropetrovsk Oblast (710 vouchers), Lviv Oblast (602), Odesa Oblast (385), Kharkiv Oblast (357), Kyiv Oblast (349), and Vinnytsia Oblast (347) received the most vouchers.

Last year, 18,100 Ukrainians received education vouchers, and a total of UAH 252 million was financed under the program. In 2023, the largest number of vouchers was issued for the following professions and specialties: psychology, social work, education, medicine, construction and civil engineering, cook, driver. 

In total, the voucher can be used for education in 124 professions and specialties in the fields of IT technologies, construction, transport, education, medicine, agriculture, social services, etc. A person chooses a profession, an educational institution within Ukraine, and a form of education (full-time, part-time, or distance) on his own. Education is carried out by vocational (vocational and technical), professional pre-higher and higher education institutions, enterprises, facilities and organizations that have a license for such educational activities.

The voucher gives a person the right to study free of charge at educational institutions or at an employer according to the list of professions and specialties approved by the Ministry of Economy. As of today, the amount of the voucher may exceed UAH 30,280. If the cost of education is more expensive, then the employer or person pays the difference independently.

Vouchers can be obtained by certain categories of citizens who, at the same time, have a vocational or technical education or higher education, are not registered with the Employment Service as unemployed, and have not studied at the expense of the Compulsory State Social Insurance Fund in case of unemployment during the last 3 years. In particular, these are:

  • people over the age of 45 (before the retirement age);
  • veterans, participants in hostilities;
  • internally displaced persons of working age;
  • persons with disabilities;
  • people injured as a result of military aggression or captured.

To receive an education voucher, it is necessary to:

  • choose a specialty, profession and place of study;
  • submit an application online on the website of the State Employment Service or contact any Employment Center with an application and documents (the main ones are passport, TIN, employment record, education documents, etc.)

Within 90 days after receiving a voucher at the Employment Center, a person must conclude a study contract with an educational institution.
