Implementation of Projects with Significant Investments Has Been Simplified: Decision of the Government
10.08.2022 | 12:59The Cabinet of Ministers of Ukraine has supported the resolution on reducing regulatory and legal pressure on applicants developing investment projects with significant investments as well as on investors.
These are projects with a financing amount of EUR 20 million and a duration of implementation of up to 5 years, which are implemented with the support of so-called “investment nannies” and cover the areas of processing industry, extraction of minerals for further enrichment, waste management, transport, logistics, education, health care, etc.
The document provides for:
- Simplifying the development of a feasibility study of the investment project. The approach to reflecting the legal, social and organizational aspects of project implementation is changing. This will allow to reduce the burden on initiators and accelerate the receipt of funding.
- Initiation of investment projects through collective investment institutions. Collective investment institutions can now be applicants developing such investment projects. This form of financing involves the redistribution of investors’ investments by specialized funds. This format is attractive for entrepreneurs because it allows them to profitably direct their financial flows.
- Accelerating the consideration of projects financed by international financial institutions. Provided that the loan agreement has already been signed, the investment project evaluation period is 45 days.
The “investment nannies” mechanism is very important for the recovery of Ukraine. Investors can finance infrastructure projects such as the construction of factories, terminals, new educational facilities, recreational areas, etc. on favourable terms.
The state provides support for large-scale projects in the form of exemption from payment of certain taxes and fees, taxation of new equipment with import duty, and also provides investors with land plots and necessary infrastructure.

The Government welcomes the ratification of Canada-Ukraine Free Trade Agreement (CUFTA) by the Verkhovna Rada of Ukraine. The agreement between the two countries will contribute to the further development of bilateral trade and economic cooperation, allow domestic producers to benefit from the liberalisation of Canadian goods markets and open up opportunities for Ukrainian business to expand their sales markets, as well as to develop and modernise their own production. eRobota: The state invested over UAH 7.3 billion through grants in business development
Almost 15,000 entrepreneurs received grants to start or develop a business under the Government’s eRobota project. In general, the state has invested UAH 7.3 billion in entrepreneurship through grants since the start of the project. The Ministry of Economy of Ukraine and the International Organisation for Migration (IOM), a part of the UN system, have signed a cooperation agreement. The document was signed on 10 April 2024 in the presence of President of Ukraine Volodymyr Zelenskyy by First Deputy Prime Minister - Minister of Economy of Ukraine Yuliia Svyrydenko and IOM Director General Amy Pope.

Since the beginning of the year, the state has compensated entrepreneurs with UAH 45 million for the employment of more than 3,000 IDPs: Yuliia Svyrydenko

Establishment of Business Advisory Council under the Multi-agency Donor Coordination Platform will help attract support for the private sector: Yuliia Svyrydenko
First Deputy Prime Minister - Minister of Economy of Ukraine Yuliia Svyrydenko called on partners to step up efforts to attract investments to Ukraine and support the private sector during the 9th meeting of the Steering Committee of the Multi-agency Donor Coordination Platform for Ukraine. In addition, she noted that Ukraine was working on short-term priority steps developed jointly with international partners to help strengthen Ukraine’s economic self-sufficiency.
