The Ministry of Economy of Ukraine presented the draft National Energy and Climate Plan (NECP) to the European Commission during the Energy and Climate Management in Ukraine - on the Way to Green Reconstruction high-level event, organized in support of the Energy Community. The event took place on March 21 in Brussels.

First Deputy Prime Minister of Ukraine - Minister of Economy of Ukraine Yuliia Svyrydenko congratulated the participants of the event and thanked them for the opportunity to discuss the draft NECP. She noted that the document contains the main elements that Ukraine wants to achieve in the field of energy and climate by 2030.

“These are quite ambitious, considering that our country is in a state of war started by russia. To achieve them, we need your support, and many resources are not enough to cover the losses caused by the russian federation, but also to reconfigure our economy for green growth,” Yuliia Svyrydenko said.

First Deputy Prime Minister informed the participants of the meeting that the draft NEPC was developed in a record time - in just 7 months. Most countries created their plans within 1.5 - 2 years.

“The document is already being discussed publicly. We plan to approve the NEPC at the beginning of June and present it at the Ukraine Recovery Conference in Berlin. And we also plan to present specific projects that will fully achieve the set goals of the Plan. We expect not only discussions about them, but also concrete agreements on the way forward,” Yuliia Svyrydenko said.

During the event, European Commissioner for Energy Kadri Simson emphasized that Ukraine is working to restore its economy and infrastructure in accordance with the goals of the Green Deal. But in the future, our country has great prospects of becoming a green energy hub.

She also stated the importance of bringing energy and climate management models in Ukraine to EU models.

“Ukrainian NEPC outlines the energy future of the country. It is a planning tool for green reconstruction of the economy. I am pleased to see the great work that has been done on the draft NEPC. Impressive efforts have been made for this document, and I would like to sincerely congratulate the Ukrainian team developing the Plan. You clearly stated Ukraine’s commitment to rebuilding its economy and infrastructure. What we have is a solid green growth plan. And I am looking forward to the final wording of the NEPC,” Kadri Simson praised the result and the process of creating the NEPC.

Deputy Minister of Economy of Ukraine Oleksii Sobolev thanked the European Commission and the Energy Community for cooperation and the possibility of strategic planning regarding the future development of Ukraine in all sectors of its economy. Deputy Minister also reported on how green recovery is integrated into the Ukrainian Plan.

“Europe in future is a place without emissions, without the use of hard coal, with a very high level of energy efficiency and the use of renewable energy sources. Currently, a lot of human and financial capital is involved in achieving these goals. Similar obligations await Ukraine as a future member of the EU,” Deputy Minister of Economy of Ukraine said.

Svitlana Hrynchuk, Deputy Minister of Energy of Ukraine, advised the partners to support Ukraine on the way to EU membership and emphasized that the Ukraine Facility Implementation Plan for 2024-2027, approved by the Government of Ukraine, determines, among other things, the priorities of policy and legislative reform for the energy sector.

“Our strategic security goals include strengthening Ukraine’s energy security and the compliance with European standards and overall commitments to a low-carbon future. This involves investments in solar and wind power plants and implementation of energy storage solutions, replacement of old heat generation with modern installations using biofuels and waste processing, use of the latest nuclear technologies, development of production and transportation of recovered gases, etc.,” Svitlana Hrynchuk noted.

Olena Pavlenko, President of DiXi Group think tank, presenting the NEPC project, emphasized that in April the National Energy and Climate Plan will be completed, after which it will be sent to the Secretariat of the Energy Community for official feedback and recommendations.

“It is important to consider that Ukraine is in a state of full-scale war. The sooner the war ends, the more ambitious the golas of the NEPC can be. And the easier it will be to achieve them. But if we continue to channel huge resources to the defence of Ukraine and the EU, this fact should have been taken into account in the National Plan,” President of DiXi Group noted.

Michal Kurtyka, Co-Chair of the High-level Advisory Group on the NECP, emphasized the importance of the document.

“The National Energy and Climate Plan is an extremely important document - not only as a political framework, but also as a guide for key investments for the development of green infrastructure and recovery,” he emphasized.

After the presentation, the Ukrainian delegation visited the Directorate-General for Energy of the European Commission (DG Ener). The parties held a thorough meeting and exchanged opinions on the further development of the draft NEPC.
