For Entrepreneurs to Go Abroad for a Short Term, the eVidriadzhennia Project Has Been Developed

The Ministry of Economy and the Ministry of Digital Transformation have developed an experimental eVidriadzhennia project, the purpose of which is to improve business mobility by granting permission for short-term business trips of entrepreneurs and their employees (no more than 10 people) abroad for up to seven days with a deposit (guaranteed payment) of UAH 200,000. The eVidriadzhennia mechanism will be available to users through the Diia Portal effective 1 September. Private entrepreneurs or legal entities of private form ownership will be able to use the eVidriadzhennia service provided that they meet the following criteria:

  • submitted tax reporting on time;
  • have no debts on payment of the single social contribution;
  • pay an average salary of at least UAH 20,000 on a legal entity or private entrepreneur.

Under the terms and conditions of the project, no more than 10% of the total headcount but no more than 10 people will be able to go on a business trip abroad. The entrepreneur must first place UAH 200,000 as a deposit on their own escrow account opened with Oschadbank. This money will be refunded to them after the person who was on a business trip returns to Ukraine.

In case of violation of the terms of the business trip, the deposit will be transferred to the needs of the Ministry of Defence, and the company will not be able to register new permits for employees to travel abroad, and those already valid will be canceled.

 “Today, Ukrainian business needs to expand opportunities for business activity abroad. The efficiency of the economy and the pace of its recovery depend on it. The current system of permits for conscripts to leave Ukraine does not fully take into account the needs of entrepreneurs and therefore needs to be modernized. The eVidriadzhennia project will allow to quickly obtain permission to cross the border and at the same time to set the necessary safeguards for a person’s return to Ukraine. It is important that in the process of its implementation we minimize subjective and corruption factors. The permit will be formalized through Diia, which will automatically pull in and check the necessary data. We expect that soon after the approval of the Government, eVidriadzhennia will start working and we will receive a quick positive effect from its work”, said Yuliia Svyrydenko, First Vice Prime Minister of Ukraine – Minister of Economy of Ukraine.
