9,000 Ukrainians have received an education voucher at the expense of the state since the beginning of the year, - Yulia Svyrydenko

Since the beginning of 2024, 9,000 Ukrainians have already received an education voucher at public expense and will be able to acquire a new profession or specialty or improve their professional level to be more competitive in the labour market. The state has financed their education for almost UAH 70 million. This was announced by Yulia Svyrydenko, the First Vice Prime Minister of Ukraine – Minister of Economy.

“An education voucher is an opportunity to re-educate for a person who has such a desire. This year, 9,000 Ukrainians have already received an education voucher to learn a new profession or specialty or improve their professional skills. To date, we have financed education under voucher for UAH 70 million. This is the state’s investment in human capital development, which will improve the situation on the labour market and reduce structural unemployment,” said Yulia Svyrydenko.

Among the most popular specialties and professions studied with vouchers this year are: nursing (2,388 vouchers were issued); pre-school education (590); medicine (315); psychology (236); cook (1,051); driver (549); tractor driver (386); and confectioner (265).

Most of the vouchers were given to residents of Dnipropetrovsk, Lviv, Odesa, Sumy, and Poltava oblasts.

We shall remind that last year more than 18,000 Ukrainians received education vouchers, with a total of UAH 252 million financed under the program. In 2023, the largest number of vouchers were issued in the following professions and specialties: psychology, social work, education, medicine, construction, and civil engineering, cook, and driver.

In total, the voucher can be used for training in 124 professions and specialties in the fields of IT, construction, transportation, education, medicine, agriculture, social services, etc. A person chooses a profession, an educational institution within Ukraine, and a form of education (full-time, part-time, or distance learning) independently. Training is provided by vocational (vocational-technical), professional higher education and higher education institutions, enterprises, and organizations licensed for such educational activities.

The voucher gives a person the right to receive free training in educational institutions or at an employer according to the list of professions and specialties approved by the Ministry of Economy. As of today, the voucher amount cannot exceed UAH 30,280. If the cost of training is more expensive, the employer or the person pays the difference on their own.

Certain categories of citizens can receive a voucher if they have a vocational or higher education, are not registered as unemployed with the employment centre and have not been trained at the expense of the Compulsory State Unemployment Insurance Fund for the last 3 years. In particular, these are:

  • people over the age of 45 (before the age pension);
  • veterans, participants of military operations;
  • internally displaced persons of working age;
  • persons with disabilities;
  • people who have been injured as a result of military aggression or have been taken prisoner.

To receive an education voucher, a person must:

  • choose a specialty, profession and educational institution;
  • apply online on the website of the State Employment Service or apply to any employment centre with an application and documents (the main ones are passport, TIN, employment record, educational documents, etc.)

Within 90 days after receiving a voucher at the employment centre, a person must sign a learning agreement with an educational institution.
