Government launches development of the Donor Platform

The Government has launched the process of creating the Donor Platform, an information and communication system for managing mine action funding projects. The Cabinet of Ministers adopted the relevant decision at its meeting on 12 August 2026.

“Partnership is built on trust. That is why we are taking another step towards greater transparency in funding mine action projects. The Donor Platform will allow partners to track project implementation, see the current needs of government stakeholders, and choose which requests they are ready to fund. The platform will also prevent government bodies and local administrations from duplicating requests. This is a move from individual decisions in donor support for mine action to a comprehensive system,” said Ihor Bezkaravainyi, Deputy Minister of Economy and Environment of Ukraine.

The project is to be implemented within two years after the system officially starts operating. Trial operation must begin no later than 31 March 2027. The system will be owned by the state, represented by the Ministry of Economy and Environment of Ukraine, and administered by the Centre for Humanitarian Demining.

The Donor Platform will not be developed using state budget funds. Under the adopted resolution, the system may be financed by international organisations, donor institutions and other partners.

The main elements of the Donor Platform will include a website, a data processing and visualisation module, personal user accounts, and other modules and subsystems needed for the system to operate.

Beneficiaries of international assistance — government bodies, local state administrations and local self-government bodies — will be required to enter information on their requests for international assistance into the Donor Platform. Mine action operators will record funding projects and report on their implementation, while donors will confirm information on the international assistance provided under these projects.

The system will automatically check the information submitted and will not allow a project to be registered if another project with identical or similar parameters already exists.

The total financial commitments of partners in mine action amount to more than USD 1.6 billion, covering projects from 2022 to 2030. The main areas of support are land clearance and disposal of explosive ordnance (56.9%) and the purchase of machines and equipment (20.6%).
