Education: Vadym Hetman Kyiv National University of Economics:

  • in law (legal regulation of the economy);
  • in economics (accounting and audit in management of banks, lecturer of economics);
  • in management (business management).

Work experience:

Between 2006 and 2015, he worked as an Associate Operations Officer at the International Finance Corporation (IFC), The World Bank Group. Later, he became an advisor to the Minister of Agricultural Policy and Food of Ukraine.

Appointed in July 2015, based on a competitive selection, as the first chairman of the newly-established State Service of Ukraine for Food Safety and Consumer Protection, which fully or partially took over the authority of seven other controlling agencies.

Between 2016 and 2019, he worked as the head of legal sector and coordinator of inspection reform at the international technical assistance project of EU Support to Ukraine to Re-launch the Economy (EU SURE), and as an independent expert on government oversight (control), protection of consumer rights, food safety and safety of nonfood products.

Language proficiency: Ukrainian and Russian – fluent, English – intermediate

Appointed as Deputy Minister for Development of the Economy, Trade and Agriculture of Ukraine per Directive 159-r of the Cabinet of Ministers of Ukraine of 26 February 2020.

Coordinates development of proposals and implementation of adopted decisions concerning:

- formation and implementation of the national policy on food safety and certain indicators of food quality, veterinary medicine, animal health and wellbeing, quarantine and plant protection;

- adaptation of Ukrainian legislation on sanitary and phyto-sanitary measures to the EU legislation;

organizes efforts aimed at facilitating the exercise of the Minister’s powers of directing and coordinating activity of the State Service for Food Safety and Consumer Protection.

Responsible for directing, coordinating and controlling performance of:

- Directorate for the National Policy on Sanitary and Phytosanitary Practices;

- Sector for organizational and analytical support of the Deputy Minister’s work.
