On December 17, 2008, the Government, in the course of its meeting, had
approved the draft order of the Cabinet of Ukraine “On validation of the plan
of top priority arrangements on Ukraine’s fulfillment of its obligations,
assumed within the framework of WTO membership”, developed by the Ministry of
Economic Affairs.
The Minister of Economic Affairs of Ukraine, Bohdan Danylyshyn, has stated that the necessity for validation of that by-law is stipulated by:
the Law of Ukraine No. 250-VI, dated 10.04.2208 “On ratification of the
Protocol on Ukraine’s World Trade Organization accession”, adopted by the Verkhovna Rada of Ukraine;
Ukraine’s obtainment of the WTO member status since 16.05.2008, and; need to
provide steady and due fulfillment by Ukraine of its obligations, assumed
within the framework of its WTO accession, as well as the provisions of
relevant agreements, executed by WTO.
“Implementation of that order, - B. Danylyshyn has told, - provides formulation of draft orders of the Cabinet of Ukraine
on: validation of provision on distribution of tariff quota, applied to cane raw sugar, imported to Ukraine; validation of technical regulations; amendment of of the Laws of Ukraine “On standardization”, “On consumers’ rights protection”, “On standards, technical regulations and conformity assessment procedures”, “On customs tariff of Ukraine”, “On tariff quota to be applied to cane raw sugar,
imported to Ukraine”, Decree of the President of Ukraine “On validation of provision on the procedure of cryptographic protection of information in Ukraine”, Decree of the Cabinet of Ukraine “On
standardization and certification”, the Order of the
Cabinet of Ukraine “On validation of procedure of state control over international
originators of ‘dual-use’ items ”, as well as regulations,
issued by the Ministries and other central executive agencies for the purposes
of their harmonization with the obligations of Ukraine, assumed by it within
the framework of its WTO, and provisions of relevant WTO agreements”.
Having analyzed that document, the Minister has made a note of such key milestones as: granting of domestic support to agricultural producers in compliance with the procedure, provided by WTO agreements; application of sanitary and phyto-sanitary arrangements; harmonization of veterinary requirements, applied to the goods, subjected to national
veterinary-sanitary control and monitoring arrangements with standards,
regulations and recommendations of International Epizootic Bureau, and others.
“Validation of that draft order, - the head of economic department has stated, - will enable Ukraine to fulfil efficiently its obligations, assumed within the framework of its WTO accession, and provisions of relevant WTO agreements, so that not to become a subject of rationing arrangements that may be applied by other WTO member
countries. Furthermore, when that Order is adopted, the standing of Ukraine on an
international scene as reliable and predictable partner will be improved, as
well”.
