Ukraine declared that Russia has failed to comply with its commitments regarding the freedom of transit within the framework of the WTO

Within the framework of the meeting of the WTO Committee on Trade Facilitation held on February 12-13, 2019 in Geneva (Swiss Confederation), the Ukrainian delegation stated that the Russian Federation has failed to comply with its commitments regarding the freedom of transit.

In particular, representatives of the Ukrainian delegation drew the attention of the Committee members to the introduction by the Russian Federation of the prohibition on the importation into its territory of certain goods transiting through the territory of Ukraine from third countries that are the WTO members.

According to the Ukrainian party, such measures are not consistent with the provisions of Articles V:6 of GATT 1994 and 11.4 of the WTO Agreement on Trade Facilitation and, as a consequence, create additional barriers to transit.

On December 29, 2018 the Resolution of the RF Government No. 1716-83 “On measures for the implementation of the Decree of the President of the Russian Federation No. 592 dated October 22, 2018” prohibited the import into the customs territory of the Russian Federation of the goods according to the list, which are transited through the territory of Ukraine.
