The Government and the World Bank have started working on the Strategy for Providing Ukrainians with Affordable Housing: Yuliia Svyrydenko

The Cabinet of Ministers of Ukraine and the World Bank have started working on a roadmap to create a Programme for Providing Ukrainians with Affordable Housing. This was discussed during an online meeting of Yuliia Svyrydenko, First Deputy Prime Minister - Minister of Economy of Ukraine, with the World Bank team led by Arup Banerji, the WB Regional Director for Eastern Europe. The Ukrainian side was represented by Volodymyr Kuzio and Nadiia Bihun, Deputy Ministers of Economy of Ukraine, as well as Yevhen Metsher, Chairman of the Board of Ukrainian Financial Housing Company.

“As a result of russia’s war against Ukraine, several million of our citizens have lost their homes, and even more have fled their homes because of the threat to their lives. Therefore, we must create an effective programme to provide these people with affordable housing. Moreover, this programme should become a driver for both the growth of the construction industry and the economic recovery of the Ukrainian economy. Together with our colleagues from the World Bank, we have started working on the Strategy for Providing Ukrainians with Affordable Housing. We discussed potential models for its implementation, the possibility of attracting resources from commercial banks, modernizing the eOselia programme and creating effective mechanisms for insuring the housing stock against war risks. We are grateful to the World Bank team for their recommendations, professional expertise and technical support for the implementation of this project,” Yuliia Svyrydenko reported on the results of the meeting.

Another topic of discussion was the possibility of creating a special fund to finance the corresponding programme and involving the World Bank and other financial donors in its filling.

During the meeting, the parties agreed to expand the circle of participants in the discussion to include representatives of the National Bank of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Infrastructure of Ukraine and other interested parties.
