The Government takes next step towards signing the industrial visa-free regime

The Government has strengthened its supervision over the safety of non-food products and the quality of utility services provided to consumers. The Cabinet of Ministers of Ukraine adopted the relevant resolution at a meeting on 8 March 2024.

The resolution, in particular, partially returns safety inspections of non-food products in the relevant industries (e.g. household appliances, automotive appliances, computers, circular saws, vehicle maintenance lifts, lawn mowers, food processors, etc.). The document was adopted to fulfil Ukraine’s commitments to its international partners.

“This decision is a requirement of our European partners. In particular, this is a necessary step in line with the recommendations of the European Commission on preparing for the conclusion of the ACAA Agreement (the industrial visa-free regime) and the Ukraine Facility programme. It will also help protect consumers from violations of non-food product safety and legislation in the housing and utility services market, as regards which we have regularly received complaints,” Oleksii Sobolev, Deputy Minister of Economy, said.

According to the Government’s decision, scheduled and unscheduled inspections of non-food products will be resumed in the 3 priority areas of the ACAA Agreement:

  • electromagnetic compatibility;
  • low-voltage electrical equipment;
  • safety of machinery and equipment.

Unscheduled inspections in the area of utility services are also being resumed, in particular in relation to:

  • setting state regulated prices;
  • consumer protection legislation and metrological supervision.

During the previous consultations, legal businesses supported the strengthening of supervision over the safety of non-food products. This will prevent illegal suppliers from operating.

Background:

The Government, together with the Council for Support of Entrepreneurship under Martial Law and the Business Ombudsman Council, launched the communication component of the Made in Ukraine platform, which will help measure the level of satisfaction of entrepreneurs with state institutions and services, as well as receive feedback on violations and abuse of authority by control and supervision authorities.
